How to make text fade over a clip in Hitfilm 3 Express

What I want to do is have my title fade in over a clip that's playing in the background and blur the clip. I have no idea how to do this.

    Create your text. Open the layer controls and look for the Opacity control in the Transform group. Keyframing this from 100% to 0% is your fade out. 

    Add a blur effect and keyframe the radius an iterations for more or less blur.

    This tutorial might have something similar to what you are looking for. It's focus is about creating templates but one of the projects create a title and racks the focus of the video behind the text title. The TUT is done in Hitfilm2 but is completely applicable to current versions.
