Hello. I am making a film about a small town in the form of a mockumentary (e.g. The Office) And for beginning credits, I would really to add some uplifting simple music (like again The Office or Parks and Rec Theme) Also, I'm doing it kind of low budget, so I would prefer royalty free, but my question is where can I find what I described?

You could always try rummaging around YouTube's audio library - all completely free to use and there's some really lovely music in there. I'm sure you'll be able to find some uplifting, simple music in there.
They've also added sound effects just recently which will come in use I'm sure!

I can't remember witch it was either rhode or film riot or someone else but they had a list of royalty free free music sites.

http://incompetech.com/ is an amazing resource for free, royalty-free music. Lots and lots of Youtube videos use his music. Just be sure to check out the official licensing terms, but most any use is good to go -- I think maybe you just have to put a mention in your credits.

For example, "Heartwarming" in this page sounds somewhat like what you are asking for, but there are so many songs on his website the check out. You just have to find one that sounds right to you.
