Found this online (forget about the content).
Watch the video full-screen -- what filter/process was used to remove details and give the painted look? My apologies if this already exists in HF -- I've not found it yet.

If you are using PhotoShop, it looks like the Clarity. But it could also be a combination of effects, because the image is overall very soft, and it also has that oil paint look to it.
My money would be on a median filter. In my older version of PhotoShop, it's in the "noise" section, so maybe(*) playing with HF Pro's "denoise" would bring you close to your goal?
(*) I don't have HF Pro nor the relevant add-on, so, just guessing...
