I am having problems with aligning the clips of film or text the way I want.
By default, Hitflim express pushes the clips to align with each other when i try move them even if I don't want them to. If I want the blocks staggered then they have to be staggered by a large amount. Is there a way the put the blocks of film at certain times without dragging them.

You may need to click the magnet tool at the bottom of hit hitfilm express composite shot.

I'm not clear on your problem, are you working on just one single layer?

@iamkhanproductions has it correct. The feature is called "snapping" and the horseshoe magnet icon at the bottom left of the Timeline turns snapping off and on.
