Feature Request - Smooth motion for Zoom/Skype Call recordings

I've used plug ins before that create frames in-between existing frames - eg slow motion when it looks at the frames either side and creates additional frames for smooth slow motion, and fake interlace where it creates frames in-between progressive frames, but I'm wondering if there is a plug in that takes choopy video from things like zoom calls and fills in the gaps of momentary freeze frames to improve the look for broadcast post production. Due to the nature of zoom recordings, often they vary between 15-30fps depending on internet speeds, so any plug ins would need to analyse the video before adding any frames where it thinks there should be to create a solid 30fps feel. Could such a thing exist?
