Windows 10 - When shutdown isn't a true shutdown
I'm posting this becuase sometimes we shutdown our PC's thinking when we start it up it will be nice and fresh to begin our VFX or Editing visions, but apparently in Windows 10 this is not always the case when hitting shutdown.
It seems that Windows has a new feature that basiclly takes all your current key windows driver states etc and dumps them to disk, allowing for a faster startup on boot. The problem is if you are experiencing issues with drivers a shutdown might not be helping to reset that driver as expected on startup. NOTE: A restart will reset all drivers.
The above shows this new feature is on by default. You can either uncheck it here, or apparently holding SHIFT key while hitting the shutdown option will do the same for this shutdown only.

I turned it off, so if my system crashes, I will blame you. :-)

I shared your post on the VEGAS Forum and received this as feedback in addition
"Running Startup Repair is the recommended first step if you are having problems. It rewrites the boot sector, and should make this extra precautionary step unnecessary after Shutdown. It will also fix Restart problems, which that setting does not affect."
Imo: I think Startup Repair is too radical of a measure, though.
