This might get you started, it's for After Effects, you might be able to transfer over some techniques

You could get something similar very quickly with Atomic Particles, although some tracking would be needed to stabilize the face first, and I'm thinking a second layer treated to be black and white to function as a bit of a displacement map.

The effect used in after effect is called "card dance" but I don't understand how to do it with "atomic particles"
It's difficult to understand such a complex effect for a "non-English speaker" like me 😓
