Does hitfilm have 2d camera?

i've always been wanting to have this some sort of 2d camera that i can pan around and change its position with using keyframes. so when i hit export, it only renders the red part like this:

when i hit export it'd be like this:

does hitfilm already do this or is there some alternatives i can do to reach it?? because i wanted to render a moving background for my animation that's like 2560 x 2160 in mp4 but when i hit export it says that the resolution is too big

    No "2D" camera. 

    In 2D mode you would animate scale and position of the background element to move it in frame. 

    You can always do this with a 3D camera as well.

    The benefit to using a 3D camera like @Triem23 suggests is that you could have a natural parallax effect pretty easily. Position your layers at different distances from the camera (Z distance), parent them to a single point (or the background itself if it's large enough), and things closer to the camera will pass by more quickly than those farther back.
