How does one make a glitch effect with a flashback?

So in my college, I have to do a project for Stone Pillow and I was wondering what the effect is and how to accomplish this at 0:19 in this clip of Nevermore 2 by Fuze. I can't seem to find it anywhere. https://www.youtube.com/watch?v=smttkZ06oYg&t=65s

    @leuanam Took a quick look in Express and while there isn't an effect I could find that directly does that "glitch"  you can use several effects layered to get something similar.  Look in the Distort folder and in the Grunge folder and play with a few of those to see if you can get close to what you want.  TV Damage gave me the best look with lots of options but it is a paid add-on, but if you're on Pro you'll have it anyway.  Hope this helps and maybe someone else knows of an effect that is closer.
