Specifically, the shot calls for a flashback, where a 12 year old is 7 years old, any help with how I could make the effect?
Read this thread. Otherwise, best bet is to do it with costuming. The linked thread will go into more detail, but it's actually far more complicated to make a 12 year old look 7 than to make a 60 year old look 30.
Honestly, your hest bet is to get a 7-9 year old to play the flashback character.

@TheFloosh I think that will be near impossible to pull off in post unless you have a lot of VFX resources. The only thing I could suggest is trying to find a younger actor that looks very similar. With unlimited resources you could go the face replacement on a younger actor like they did in Captain America with Chris Evans but it would be a nightmare on a home computer.
