as the title says, hitfilm wont use more than 65% cpu and 30% gpu
how can i fix this?

Long story long, here's the rough render pipeline for Hitfilm:
1) GPU is idle. CPU reads video frame from drive. CPU computes particle physics if applicable
2) CPU passes data to GPU.
3) CPU is idle. GPU renders frame.
4) GPU passes final frame to CPU.
5) CPU encodes frame and writes to drive if applicable. No matter what, return to step 1.
So, this pass between CPU and GPU means you will never see 100% utilization of both CPU and GPU, and further indicates that seeing either CPU or GPU at 100% is actually a system bottleneck.
